The MCA is publishing for consultation proposals to amend Decision Nos. MCA/10/44/D and MCA/D/17-2971 which establish the national spectrum management framework for the 900 MHz, 1800 MHz and 2.5 GHz bands. The MCA is also proposing amending grants of rights of use of radio spectrum in the 900 MHz and 1800 MHz bands for terrestrial systems capable of providing electronic communications services. The proposed amendments aim to:
• align certain provisions of the national spectrum management frameworks with those set out at law, as a measure to provide legal clarity and ensure that the frameworks are interpreted correctly; and
• implement Commission Implementing Decision (EU) 2022/173 in order to assist undertakings in the provision of innovative next generation wireless services. The MCA would like to underline that nothing stated in this consultation document shall be construed to extend the validity of existing grants of rights of use of radio spectrum in the 900 MHz and 1800 MHz bands.
The consultation period runs from the 13th September until noon of the 13th October 2023.
