Response to Consultation and Decision Notice: Updating the spectrum management frameworks for the 900 MHz, 1800 MHz and 2.5 GHz bands

In September 2023, the Malta Communications Authority (MCA) conducted a public consultation procedure on updating the spectrum management frameworks for the 900 MHz, 1800 MHz and 2.5 GHz frequency bands. As outlined in the consultation document (MCA/C/23-5060), the main objectives were to:

a) align certain provisions of the national spectrum management frameworks with those set out at law, thereby providing legal clarity and ensuring the correct interpretation of the aforesaid frameworks; and

b) implement Commission Implementing Decision (EU) 2022/173 concerning the 900 MHz and 1800 MHz bands, to support undertakings in the delivery of next generation wireless services.

The MCA is publishing its response to the comments received during the public consultation procedure along with the Decision (MCA/D/25-5799), which details the measures to be undertaken regarding the frameworks for the 900 MHz, 1800 MHz and 1800 MHz frequency bands.

Additionally, the MCA is publishing amended Decision Nos. MCA/10/44/D and MCA/D/17-2971 to update the spectrum management frameworks for the same frequency bands, in line with MCA/D/25-5799. The amendments to these two Decisions have been consolidated into the original documents and for ease of reference, these are clearly marked.
