MCA Annual Report & Financial Statements 2024

The Malta Communications Authority (MCA) has published its 2024 Annual Report and Financial Statements, underscoring its pivotal role in shaping Malta’s digital future. The report highlights a year of decisive action — from strengthening regulatory oversight to driving innovation and expanding Malta’s influence on the global digital stage.
Throughout 2024, the MCA took major steps to strengthen Malta’s position in the digital sphere. The MCA assumed new duties as Malta’s Digital Services Coordinator under the Digital Services Act, a landmark step that positions Malta as a leader in online safety and transparency. By spearheading national preparations for the NIS2 Directive, the MCA is setting the standard for cybersecurity resilience across essential digital services.
Beyond these new mandates, the MCA delivered initiatives that empower consumers, businesses, and the wider economy. These included advanced broadband market analyses, updated postal service frameworks, enhanced consumer protection, and decisive action to curb number spoofing and scam calls. The Authority also drove progress on digital identity, web accessibility, and very high-capacity network deployment under the forthcoming Gigabit Infrastructure Act.
Reflecting Malta’s growing influence in international digital policy, the MCA strengthened its participation in key European and global forums, including the Body of European Regulators for Electronic Communications (BEREC), the European Regulators Group for Postal Services (ERGP), and the International Telecommunication Union, where it helps shape technical guidance and regulatory best practices.
