Description of Conference

The Malta Communications Authority (MCA), in collaboration with the European Regulators Group for Postal Services (ERGP), is organising a half-day conference entitled ‘Trust in a Connected World: Challenges and Opportunities’.

The conference will bring together postal regulators, communications and digital regulators, policymakers, operators, public authorities, academia and other relevant stakeholders to examine how trust is created, sustained and tested across today’s interconnected communications, digital, postal and delivery ecosystems.

In an increasingly connected environment, trust is not generated within a single sector or service. It depends on a wider chain of interdependent systems and activities: from the resilience of communications networks and interconnected infrastructure, to the transparency and reliability of online interactions and transactions, and ultimately to the postal, parcel and fulfilment systems through which many digital transactions are completed in practice.

The conference will explore these issues across three linked dimensions. The first will consider how resilient communications networks and interconnected infrastructures underpin large-scale digital and service ecosystems, supporting continuity, reliability and user trust. The second will focus on trust in online interactions and transactions, including platforms, marketplaces, transparency and user protection. The third will examine trust at the point of fulfilment, with particular attention to postal and parcel delivery, reliability, user confidence and the role of effective redress.

In relation to this third dimension, the postal sector has a natural and important place within this wider discussion. In the context of e-commerce, cross-border transactions and rising user expectations, postal and parcel delivery services are often the point at which trust is most tangibly confirmed or undermined. Users may interact with a service online, but their confidence is frequently shaped by whether goods are delivered reliably, whether information is clear and timely, and whether effective channels for redress are available when difficulties arise.

Taking place in the context of the ERGP meetings being held in June, including the Group’s first Plenary Meeting in Malta, the conference will provide an opportunity for a forward-looking policy discussion on the importance of cooperation across sectors and regulatory domains.

Through keynote contributions and moderated panel discussions, the event will encourage dialogue on how trust, resilience, reliability and user confidence can be strengthened across the full service chain, including the communications networks, digital platforms, postal services and delivery systems that support Europe’s wider digital economy.
