Decision on the Source of Funding for the net cost incurred in providing universal service obligations during 2020
In September 2025, the MCA published its Decision Notice on the review of GO plc’s application for funding of the net cost it claimed to have incurred in providing universal service obligations (USOs) in the electronic communications sector during 2020. The MCA commissioned Ernst & Young Limited (EY) as an independent body to analyse and verify the application submitted by GO plc, the designated undertaking responsible for providing USOs. Following this review, it was established that the net cost incurred by GO plc, after deducting intangible benefits, amounted to €158,892.
The MCA subsequently published a proposed decision on the source of funding to compensate GO plc for the net cost incurred in providing specific USOs during 2020. Since no feedback was received during the public consultation period, it has been decided to publish this Decision in line with the proposed decision.
