Strategic Approach to Managing Spectrum Bands for Expiring Rights of Use

In March 2026, the Malta Communications Authority (MCA) published a consultation document (Ref: MCA/C/26‑5892) outlining its strategic approach to the management of radio spectrum bands with rights of use approaching expiry, specifically the 900 MHz, 1800 MHz, and 2 GHz bands. 

The consultation addressed, among other matters, proposals to extend existing rights of use, confirm the continued applicability of current licence conditions, introduce notification and reporting obligations for legacy network sunsetting, and establish a roadmap towards a new spectrum management framework and future awards in these bands. In addition, stakeholders were invited to express their views on potential market interest in the use of EU‑harmonised 26 GHz and 42 GHz millimetre‑wave bands for the future provision of wireless broadband electronic communications services. 

Following a thorough evaluation of the feedback received, the MCA is publishing its Decision and Response to Consultation (Ref: MCA/D/26‑5971). This document summarises the representations submitted by respondents during the consultation process and sets out the MCA’s final position and strategic mandates concerning these critical frequency bands.
