Decision on the Source of Funding for the net cost incurred in providing universal service obligations during 2021
On 24 April 2026, the MCA published its Decision Notice on the review of GO plc’s application for funding of the net cost it claimed to have incurred in providing universal service obligations in the electronic communications sector during 2021. The MCA commissioned Ernst & Young Limited (EY) as an independent body to analyse and verify the application submitted by GO plc, the universal service provider. Following this review, it was determined that the net cost incurred by GO plc, after deducting intangible benefits, amounted to €117,604.
On 22 May 2026, the MCA published a proposed decision on the source of funding to compensate GO plc for the net cost incurred in providing social tariffs during 2021. No feedback was received during the public consultation period, which ran until 22 June 2026. Accordingly, the MCA has decided to publish this Decision as proposed.
