Career Opportunity: Digital Services Specialist

Prime focus of position

The Digital Services Specialist will play a central role in Malta’s implementation and supervision of the Digital Services Act (DSA). The position combines regulatory analysis with structured public engagement, placing particular emphasis on outreach, awareness and education in relation to digital services governance.

We are seeking driven professionals from policy, regulatory, technical or analytical backgrounds to join a focused team operating within the EU digital regulatory framework.

The selected candidate will contribute to supervisory activity and cross-border coordination with other Digital Services Coordinators and the European Commission. At the same time, the role carries a strong outward-facing dimension, including engagement with providers of digital services, public authorities, civil society and the public to promote understanding of the DSA framework, including rights, responsibilities and supervisory expectations.

The work involves analysing digital service models, interpreting EU regulatory requirements, and engaging with substantive themes such as the protection of minors, systemic risk mitigation, transparency of recommender systems, and interface design. The position provides direct exposure to EU-level regulatory practice, including participation in coordination meetings which may require travel, and offers the opportunity to build specialist expertise in digital governance while contributing to informed public discourse on digital regulation.
 

Main Responsibilities

• Lead analytical assessments of digital regulatory developments at national and EU level, examining their operational, legal and supervisory implications within the Maltese context.
• Contribute directly to supervisory reviews and enforcement-related analysis under the DSA, including the assessment of compliance approaches adopted by providers of digital services.
• Prepare structured reports, policy papers and regulatory briefings to inform decision-making at senior management and inter-authority level.
• Design, coordinate and deliver outreach and educational initiatives aimed at increasing awareness and understanding of digital services regulation among the public, civil society, educational institutions and industry stakeholders.
• Support the development of supervisory methodologies, coordination positions and regulatory strategies in cooperation with EU counterparts.
• Represent the Authority in technical discussions, working groups and stakeholder engagements at national and European level.
• Provide informed advice to management on emerging digital governance issues, including platform design, content moderation systems, transparency obligations and risk mitigation measures.
• Contribute to the drafting of consultation documents, regulatory guidance and formal responses within evolving EU digital policy processes.

 

Qualifications / Skills Required

• Either of the following:
  • A Bachelor’s degree (MQF Level 6) in Public Policy, Law, or a related social sciences field plus 2 years of industry experience in policy analysis, regulatory affairs, European Law, or a related area focusing on digital services,
    OR
  • A Master’s degree (MQF Level 7) Public Policy, Law, or a related social sciences field.
• Preference will be given to candidates with a comprehensive understanding of National and EU Digital Policy frameworks, including the DSA and eCommerce.
• Preference will be given to candidates who have experience working in government or public authorities on related regulatory or policy matters.
• Excellent research, analytical, and problem-solving skills.
• Strong written and verbal communication skills in English and preferably Maltese.
• Proficiency in Microsoft Office applications.

 

Salary bracket is between €23,575 – €35,598. Also included:

• Up to 15% performance bonus
• €1,480 communication allowance
