Statement by the MCA: Notification of designation of a Legal Representative by Kick Streaming Pty Ltd under Article 13 of the DSA

The Malta Communications Authority (MCA) hereby gives notice that today, 29 August 2025, it has received a formal notification from Kick Streaming Pty Ltd, providers of the online platform Kick.com, that Dr Ryan Barwari has been designated as its legal representative in Malta in accordance with Article 13 of Regulation (EU) 2022/2065, the Digital Services Act (DSA). 

Pursuant to the DSA and the Digital Services (Designation and Enforcement) Order (Subsidiary Legislation 418.05 of the Laws of Malta), the MCA is responsible for overseeing compliance and enforcing obligations applicable to intermediary service providers established or legally represented in Malta. Therefore, by virtue of this formal notification, and with effect from 29 August 2025, the MCA as Malta’s Digital Services Coordinator (DSC) is vested with the competence to oversee Kick.com’s compliance with the provisions of the DSA and to exercise the enforcement powers conferred upon it under the applicable law. 

The MCA is engaging with the provider and cooperating with ARCOM, the French DSC, the European Commission, and other Member State DSCs to ensure effective supervision, compliance and enforcement under the DSA.
