Career Opportunity: Technical Specialist
Prime Focus of Position:
The Technical Specialist is responsible for executing and contributing to the implementation of projects and regulatory activities related to electronic communications networks and services. The role involves ensuring compliance with regulations, leading technical research, developing policies, and engaging in national and international regulatory discussions. The Technical Specialist is expected to take on more complex assignments independently and provide technical expertise to the MCA.
Main Responsibilities
Direct Accountability:
- Manage and ensure the efficient use of the radio spectrum as required by national and European law.
- Develop consultation documents, technical reports, and policy or strategy documents related to electronic communications regulation.
- Lead investigations and monitoring activities to ensure operator and service provider compliance with regulatory obligations such as interference, electromagnetic radiation, quality of service, and security.
- Process notifications related to electronic communications networks, radiocommunications equipment, and spectrum assignments.
- Conduct and oversee surveys and mapping of electronic communications infrastructure, service coverage, demand, investment, and funding opportunities.
- Perform in-depth research on socio-economic drivers for connectivity, assessing demand, investment trends, and funding potential.
- Investigate emerging technological developments in the electronic communications domain and assess opportunities for Malta.
- Represent MCA in national and international regulatory meetings, providing expert technical input.
- Advise MCA’s executives and management team on technical and regulatory matters.
- Engage in technical liaison with stakeholders and provide expert-level guidance.
- Perform other duties as required by the Chief of Spectrum Management and Technology.
Management:
- Independently manage assigned projects in accordance with agreed plans.
- Contribute to the business planning process by defining strategies and objectives.
- Identify and propose new initiatives and technical solutions to meet regulatory challenges.
- Ensure adherence to internal policies and regulatory frameworks.
Internal Contacts:
- Provide technical knowledge to MCA teams.
- Support the Management Team by leading complex analysis and technical assessments.
- Collaborate with internal teams to optimize regulatory enforcement strategies.
- Recommend improvements and provide expert input based on research findings.
External Contacts:
- Engage with operators, service providers, and governmental stakeholders as a subject matter expert.
- Represent the MCA in high-level technical discussions at national and international levels, including within BEREC, the RSPG, CEPT and the ITU.
- Advise external stakeholders on regulatory compliance and emerging technologies.
- Communicate and disseminate technical and regulatory requirements to the industry.
Key Selection Criteria
Qualifications & Experience:
- A recognized qualification at MQF Level 7 in a Science, Technology, Engineering, and Mathematics (STEM) discipline, or equivalent*.
- OR a recognized qualification at MQF Level 6 with at least two (2) years of relevant experience.
Competencies & Skills:
- Strong analytical, problem-solving, and decision-making skills.
- Advanced report-writing skills for internal and external publications.
- Excellent oral and written command of the English and Maltese languages.
- Proficiency in office automation tools and technical analysis software.
- Ability to work independently and provide expert-level insights.
Preferred Qualifications & Experience:
- Extensive knowledge in data communications, cybersecurity, electromagnetics, geographical surveys, GIS, and qualitative or quantitative research methods.
- Project management expertise with professional certifications such as PRINCE2, PMP, or equivalent.
- Significant experience in the telecommunications sector, regulatory enforcement, or policy development.
Additional Notes
A recognized Qualification comparable to the number of credits, as applicable, is only accepted subject to an MQRIC formal recognition statement.

- in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
