Career Opportunity: Digital Services Specialist – Digital Services

Prime Focus of Position:

The Digital Services Specialist – Digital Services will play a key role in overseeing policy and regulatory enforcement related to National and EU Digital Policies, with a strong focus on the Digital Services Act (DSA), Platform-to-Business Regulation (P2B) and the eCommerce Directive. This role involves analysing compliance and market trends and contributing to the development of strategic policy initiatives in a rapidly evolving digital landscape.

 

Main Responsibilities:

  • Conduct in-depth analysis of digital policies and regulatory changes, focusing on their implications and necessary adaptations.
  • Monitor and critically evaluate National and EU regulations, assessing developments and impact within the Maltese context.
  • Prepare detailed reports, policy briefs, and actionable recommendations to guide regulatory and policy decisions.
  • Undertake research and develop recommendations for regulatory enforcement strategies, ensuring alignment with evolving legal and regulatory frameworks.
  • Engage with stakeholders and represent the MCA at national and international forums.
  • Advice management on digital policy matters, providing expert insights to support informed decision-making.
  • Support the drafting of consultation documents and responses to policy proposals, maintaining a proactive approach to legislative changes.

  • Maintain professionalism in interactions with third parties.
  • Manage information and documentation effectively.
  • Lead projects to achieve MCA’s objectives.
  • Ensure quality and adherence to standards and regulations.
  • Implement projects and activities efficiently.
  • Follow applicable policies and procedures meticulously.

 

Internal Contacts:

  • Maintain contact and when required assist the rest of Digital Services unit to ensure sound and holistic policy formulation.
  • Assist the MCA’s Customer Care unit in responding to general inquiries, ensuring accurate and timely information is provided. Contribute to the overarching MCA policy development effort particularly in digital services.

 

External Contacts:

  • Maintain ongoing contact with regulated operators.
  • Liaise with other parties within the EU digital services ecosystem as needed.
  • Inform regulated operators of any matters that may be of interest to them. 

 

Key Selection Criteria:

  • Either of the following:
    • A Bachelor’s degree (MQF Level 6) in Law, Public Policy, or a related social sciences field plus 2 years of industry experience in policy analysis, regulatory affairs, European Law, or a related area focusing on digital services; OR
    • A Master’s degree (MQF Level 7) in Law, Public Policy, or a related social sciences.
  • Preference will be given to candidates with a comprehensive understanding of National and EU Digital Policy frameworks, including DSA, P2B and eCommerce.
  • Preference will be given to candidates who have experience working in government or public authorities on regulatory or policy matters.
  • Excellent research, analytical, and problem-solving skills.
  • Strong written and verbal communication skills in English and preferably Maltese.
  • Proficiency in Microsoft Office applications.

 

Additional Notes:

A recognized Qualification comparable to the number of credits, as applicable, is only accepted subject to an MQRIC formal recognition statement.

  5. third country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or
  6. in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.
