Career Opportunity: Assistant Manager (Information & Communications Technology)

Prime Focus of Position

  • Ensures ICT systems’ operational continuity by safeguarding continued uptime of the whole MCA information system.
  • Provides Level 2 direction and support as required following escalation by ICT personnel.
  • Coordinates the work and day-to-day management of ICT support personnel within the Authority.
  • Acts as the primary liaison between the MCA and third-party providers supplying MCA with ICT related products and services.
  • Assists management in the on-going delivery of ICT services to the MCA.
  • Manages the implementation of ICT related projects and initiatives from inception to on-going maintenance and support.

Main Responsibilities 

  • Takes primary responsibility for the availability, confidentiality and integrity of MCA ICT systems.
  • Overseeing the IT function to ensure minimal disruption including network, server and telephony administration.
  • Troubleshooting system and network issues in a timely manner.
  • Maintaining IS policies and procedures, upkeep of infrastructure documentation and user guidelines.
  • Designs and manages the implementation of an up-to-date IT/IS data strategy and policy for the MCA.
  • Maintains an updated inventory of all IT assets, both hardware and software, as used by the Authority.
  • Creates and implements an on-going patch management process and supporting system to ensure all IT systems are properly patched-up to industry accepted levels.
  • Ensures all support and subscription agreements by third party providers are properly maintained over time.
  • Provides continuous feedback to management by proposing system improvements to ameliorate the overall efficiency of the Authority.
  • Devises and carries out a solid information security policy and process to maintain system stability and integrity at all times.
  • Keeps abreast of developments related to ICT technologies in general and ICT systems used by the MCA in particular by adopting a continuous learning process that may include vendor level certifications.
  • Drives forward any procurement that is related to ICT systems within the Authority including market analysis, tender drafting, tender adjudication and supplier management.
  • Ensures all ICT systems are available to the users at all times through proactive monitoring and maintenance of the said systems.
  • Manages website maintenance as required.
  • Represents the MCA in local, European and international fora if / as needed.

Management

  • Assists management with budgeting for ICT systems procurement, maintenance and support.
  • Manages and delivers assigned projects from inception to completion.
  • Supervises and coordinates MCA ICT personnel.
  • Designs and implements ICT project activities in accordance with agreed plans and MCA project management procedures.
  • Manages and implements procurement procedures in accordance with MCA procedures.
  • Advises on new initiatives and work plans leading to the achievement of objectives relating to the Unit’s processes/functions.

Required skills and selection criteria

  • Bachelor's degree in computer science or management information systems from an accredited college or university or a comparable vocational or technical education.
  • A minimum three years’ experience in IT management at the level of Systems Administrator or equivalent with a proven hands-on track record.
  • Microsoft Certified Systems Administrator or CompTIA certification will be considered as an asset.
  • Recent (less than 2 years) achievement of vendor level certifications from vendors like Cisco, HP, IBM, etc. will be considered as an asset.
  • Good knowledge of Microsoft technologies including Windows Server, SharePoint and SQL Server.
  • Familiarity with diverse virtualisation technologies.
  • Proficiency in Microsoft Centric Solutions like Active Directory, SharePoint, Microsoft 365 etc.
  • General knowledge of networking technologies.
  • Knowledge of general digital regulation matters will be considered as an asset but is not a requirement.
  • Excellent analytical skills as well as excellent communication skills. 
  • Ability to create clear and concise documentation in English.
  • A responsible, methodical and organised approach.
  • Excellent verbal and written communication and interpersonal skills.
