The MCA is publishing the Number Portability Testing Specification Manual with the aim to provide prospective publicly available telephone service providers a Number Portability testing process, as well as to act as guidance to other publicly available telephone service providers already offering the number portability service both as the donor and as the recipient operator during such testing. This manual shall also apply in the case were existing PATS operators needs to perform changes to the underlying infrastructure which would require other operators to update their processes.
