Prime focus of position
- Carries out a research function in support of the Authority’s programmes, policies and initiatives in a pro-active and timely manner.
- Carries out analytical work in relation to identified policy areas and assesses the implications of new local and international developments on the Authority’s policies and strategy.
- Participates in the compilation of the Authority’s business plan and in the maintenance of the corporate performance review programme.
- Manages or participates in projects as may from time to time be the case.
- Prepares consultation documents for public feedback, analyses responses and publishes responses/decisions as necessary.
- Participates and/or contributes towards the achievement of the Authority’s objectives across all operational disciplines.
Main Responsibilities
- Researches, collects and analyses information relevant to the Authority’s policy areas for onward dissemination in the Authority.
- Surveys, gathers and develops information and statistics relevant to policy and regulatory issues under review.
- Reviews international trends and developments in relevant European and international organisations and maintains the Authority appraised of such trends and developments.
- Analyses and interprets regulatory proposals, legislation and other policy issues.
- Prepares consultation documents and decisions with respect to designated policy areas.
- Reviews consultation documents and submits feedback to the Senior Manager, Policy and Strategy and/or the Chief of Policy & Planning.
- Participates in the compilation of the Authority’s business plan and the maintenance of the corporate performance review programme.
- Participates in or manages projects and initiatives as assigned by the Senior Manager, Policy and Strategy and/or the Chief of Policy and Planning.
- Participates in the Authority’s and other international working groups as directed by the Senior Manager, Policy and Strategy and/or the Chief of Policy and Planning.
- Performs other duties as directed by the Senior Manager, Policy and Strategy and/or the Chief of Policy and Planning.
Management
- Manages the engagement and productivity levels of external contractors consistent with sound project management practice.
Technical
- Carries out research and recommends policy options to senior management with respect to policy areas assigned.
- Prepares impact assessment reports as required by the Senior Manager, Policy and Strategy and/or the Chief of Policy & Planning.
- Disseminates information and markets information services to the rest of the Authority.
- Conducts research on local and international developments in the respective policy fields of the Authority and maintains a database of information and material accessible to all staff.
- Contributes to the planning and monitoring of the Authority’s activities.
- Contributes to the review and possible refinement of internal procedures and processes in particular those with a high content of customer interface.
- Drafts consultation papers and deals with the related processes leading up to the decision phase.
- Manages or participates in projects as assigned.
Consultation
- Maintains constant communication with other units of the Authority to ensure that the Authority’s activities produce the required deliverables within the defined time lines and cost constraints.
- Communicates as necessary with operators and other key stakeholders to raise greater awareness and understanding of the authority’s mission and mandate.
- Communicates with stakeholders on specific issues.
- Communicates with peers in other European National Regulatory Authorities either on a one-to-one basis on specific issues or via formal work-groups.
- Communicates with other institutional players on specific issues or general business of the Authority.
- Maintains a close working relationship with the Senior Management Team to facilitate a cohesive and integrated approach in the Authority’s operations and the ultimate fulfilment of the strategic objectives of the organisation.

- Works in a multi-disciplinary team environment.
- Undertakes other assignments as directed by the Senior Manager, Policy and Strategy and/or the Chief Policy and Planning.

Qualifications / Skills Required
- A degree preferably in public policy, economics or management.
- Solid analytical, report writing and presentation skills coupled with an excellent command of verbal and written English and Maltese.
- Propensity to carry out analytical and research work and to evaluate, assimilate and report on findings.
- Project management skills.
- Proficiency in the use of office automation tools, particularly Microsoft Excel, Word and PowerPoint.
- Ability to lead and/or participate as a member of a team.
