Career Opportunity: Junior Analyst (External Relations)

Prime focus of position

- Performs tasks related to EU/international issues falling within the MCA’s sphere of activity.

- Carries out research and analysis on EU/international developments.

- Coordinates on behalf of the Authority with external entities including international organisations, ministries and other government agencies.

- Contributes towards the achievement of MCA’s objectives across all operational disciplines.

Main Responsibilities

- Carries out research on national and international developments in the sectors falling under the competence of the Authority, including policy and legislative proposals.

- Acts as contact point, reviews and manages requests for information received from the Ministry, the EU and other international organisations / competent bodies. 

- Ensures adequate follow-up to requests received and adherence to established deadlines, escalating any issues with superiors in a timely manner.

- Assists the Manager (External Relations) in drafting briefing notes, position papers, reports and other documentation in prescribed formats.

- Liaises with internal experts in relation to information requests and all other international activity coordinated by External Relations.

- Participates in meetings organised locally or abroad as directed by the Manager (External Relations).

- Liaises with counterparts in competent line Ministries, the European Commission and other national and international bodies.  

- Assists in the organisation of meeting / events with an international components hosted by the MCA.

- Researches funding opportunities both for the Authority and the communications sector.

- Promotes creating greater awareness within MCA on the international affairs managed by External Relations including on EU institutions, processes and key international developments.

- Supports the development of MCA’s PR activity in relation to international affairs.  

- Contributes to the achievement of the MCA objectives across all operational disciplines. 

- Manage internal administrative processes relating to contiubtions paid for membership in international bodies and the procurement of supplies/services in line with the Authority’s procurement policies. Specific tasks include scoping of services/supplies required, drawing up of relevant technical specifications, and coordinating with Procurement to ensure sourcing of quotes/proposals, assessment of proposals, drawing up of letters of awards/contracts.

- Manage outsourced service/supply contracts, as may be assigned, in relation to activities undertaken by External Relations reviewing the deliverables.

- Performs other duties as directed by the Chief or the Manager (External Relations).  

Qualifications / Skills Required

- A recognized qualification at MQF level 6  in European Studies, International Affairs or similar discipline.  

- Knowledge of the MCA, the EU institutions and the relevant decision-making processes. 

- Excellent verbal and written communication (Maltese and English) and interpersonal skills.

- Excellent time management skills, ability to meet deadlines, multi-task, and prioritise.

- Aptitude for research and analysis.

- Ability to work cooperatively in a team environment.

- Ability to carry out assignments with minor supervision. 

- Proficient in the use of the latest office software applications.  

- Experience in a similar post and familiarity with the sector will be considered an asset.
