Career Opportunity: External Relations Analyst

Prime focus of position

  • Performs tasks related to EU/international issues falling within the MCA’s sphere of activity.
  • Provides advise and recommends MCA’s position in relation to regulatory and policy developments in the communication sector.
  • Liaises on behalf of the Authority with external entities including international organisations, ministries and other government agencies.
  • Manages assigned projects including preparation and management of budgets. 
  • Contributes towards the achievement of MCA’s objectives across all operational disciplines.

Main Responsibilities

  • Monitors the Authority’s international activities, including participation in international fora.
  • Represents the MCA on pertinent committees, working groups, focus groups, or at conferences/summits.
  • Monitors national, European and other international developments, including policy proposals and legislation.
  • Carries out research and analysis, provides expert advice, and prepares briefing notes and proposed internal positions.
  • Drafts positions to be recommended to Government, ensuring that national interests are taken into account and safeguarded.
  • Works at ensuring that the MCA/Malta fulfils its international obligations within the ambit of the communications sector.
  • Coordinates MCA responses to requests for information from external sources.
  • Develops an excellent understanding of international matters of relevance to the MCA or to Malta and represents the Authority, and as necessary Malta, in meetings held in Malta or abroad and defends the Authority’s / Malta’s position during such meetings.
  • Researches funding opportunities both for the Authority as well as for the communications sector.
  • Manages assigned projects including the preparation of detailed project plans, and their implementation (including manging budgets, handling procurement and ensuring reporting in line with the Authority’s internal policies and procedures).
  • Leads the organisation of international meetings / events hosted by the MCA, as may be assigned, in which the External Relations is directly involved.
  • Develops strong professional relationships with counterparts of other NRAs and staff of EU and other international institutions that External Relations engages with and works towards establishing more formal collaboration agreements/partnerships.  
  • Promotes creating greater awareness within MCA and with Government on the international affairs managed by External Relations including on EU institutions, processes and key international developments.
  • Supports the development of MCA’s PR activity in relation to international affairs. 
  • Performs other duties as directed by the Senior Manager and the Chief of External Relations, deputising for these if and when required. 

Qualifications / Skills Required

  • A recognised Master’s degree in a field related to European Studies, International Affairs, Management or a similar discipline.
  • At least 3 years work experience, preferably in a similar role (EU or international relations) or within the communications sector similar). Familiarity with the sector will be considered an asset.
  • Sound knowledge of the MCA, the EU Institutions, and the relevant decision-making processes.
  • Excellent organisational and time management skills, ability to meet deadlines, multi-task and prioritise.

  • Excellent verbal and written communication (Maltese and English) and interpersonal skills.
