Career Opportunity: Compliance Officer

Prime Focus of Position

The Compliance Officer will participate in, and contribute to various projects and on-going activities related to electronic communications services provided over fixed and wireless networks.Such activities include ensuring compliance with the relevant regulations, in particular those concerning radiocommunications coverage, quality of service and security as well as interference and electromagnetic frequency radiation measurements.

Main Responsibilities

  • Conduct investigations for reasons of interference and electromagnetic radiation audits;
  • Conduct investigations into coverage, quality of service and security;
  • Assists in the maintenance of the national radio frequency allocation plan;
  • Adheres to technical standards and procedures;
  • Participates in testing of radiocommunications and other measurement equipment;
  • Processes notifications for the placing on the market of radiocommunications equipment;
  • Maintains technical documentation in line with MCA’s information management policies and procedures;
  • Advises the MCA’s staff on technical matters related to frequency investigations involving, but not limited to, monitoring and interference
  • Conducts technical research as directed;
  • Participates on intra / inter-Unit projects and liaises with various stakeholders;
  • Conducts other duties related to the post as may be assigned;


  • Ensures that the radio frequency spectrum is used as authorised.
  • Investigates cases of non-compliance in a timely manner.
  • Implements of the appropriate international standards / methodologies.
  • Accuracy in the measurement or audits undertaken.
  • Compiles reports relating to the above main responsibilities in a timely and precise manner.

Key Selection Criteria

  • In possession of an MCAST BTEC national diploma in communications technology or equivalent.
  • The possession of the Journeyman Certificate from the ETC will be considered an asset.
  • Minimum 2 years experience in the radiocommunications sector is desirable;
  • Hands on experience on the most common types of Antennae, Transmitting and receiving equipment, communications test equipment, and public/ private communication equipment.
  • Good knowledge of Health and Safety practices in the field.
  • Good interpersonal skills;
  • Ability to operate without supervision and be well informed on new technologies / developments related to radiocommunications;
  • Excellent oral and written command of Maltese and English including letter and report writing;
  • Proficiency in the use of office automation tools;
  • A high degree of motivation; and
  • Good analytical and presentation skills.
