Prime focus of position: 

 Accountable to the Accountant for the:

  • Maintenance of the MCA’s accounting/book-keeping and finance processes including, but not limited to, invoicing, payroll, procurement, maintenance of the Nominal Ledger, Creditors, Debtors, Cash & Bank Reconciliations and Inventory management, Budgets and Cash Flow Forecasts;
  • Monthly closure of the nominal ledger and assistance in the  preparation of the monthly management accounts; and
  • Participation and/or contribution in the achievement of MCA objectives across all operational disciplines. 

 Main Responsibilities: 

  • Maintaining MCA’s accounting records and ledgers, including accounts payables & receivables, petty cash, invoicing of General Authorisation Fees, licences, collections, and so forth, reconciliations and monitoring transactions into the financial software package;
  • Assisting in the preparation and/or reviewing monthly management accounts 
  • Providing assistance and advising on accounting / administrative matters and areas of procedural weaknesses;
  • Ensuring that internal controls are sufficient to ensure accuracy, completeness and adherence to government regulations and internal policies;
  • Performing ongoing checks to ensure that internal control objectives are being met and monitoring processes to assess the quality of internal control performance over time and provide recommendation for improvement;
  • Keeping up to date and follow up on government directives and legislation;
  • Appraising financial information for the preparation of management accounts and reporting – investigating and reporting any unusual variances to the Accountant;
  • Taking care of projected and actual financial information for submission to Government and its entities on a monthly, quarterly and yearly bases; 
  • Assisting in the compilation of budgets for the Business Planning process and liaising with all Group Chiefs and the Policy and Planning Group;
  • Reviewing budgets and updating MCA’s financial position – on a monthly basis, bringing to their attention any variances;
  • Preparing and monitoring cash flow forecasts on a monthly basis, performing cash flow analysis on a regular basis and maintaining MCA’s cash liquidity;
  • Co-coordinating with Group Chiefs for the compilation of financial requirements for MCA’s activities and projects; and 

Other Responsibilities: 

Performing any other duties as directed by the Senior Manager Finance and Accountant including but not limited to:

  • Invoicing and collection of revenue within due date and liaising with the Legal Group in cases of arrears and non-compliance;
  • Collection of projected and actual financial information from operators;
  • Liaison with Government entities in relation to fees collected on behalf of Government;
  • Maintaining an updated inventory of all office equipment, furniture, fixtures and fittings, ensuring appropriate asset management procedures are adhered to;
  • Processing payments to suppliers and winning bidders;
  • Travel assistance to the MCA staff; and
  • Petty cash maintenance and foreign exchange transactions


  • Accuracy of all MCA’s accounting records;
  • Smooth running of the whole GA / Licensing Processes;
  • Effective co-ordination of financial activities;
  • Provision of correct and reliable data for Governmental & its entities; and
  • Assistance in the compilation of data for budgetary purposes 

Key Selection Criteria: 

  • Diploma in Accounting or other related subject plus 1 year experience in a similar role;
  • Candidates studying for ACCA examinations will be given preference;
  • Highly methodical, have excellent team playing skills with a flexible and hands on approach to work;
  • Sound analytical and problem solving skills; 
  • Excellent organisational capabilities;
  • Excellent verbal and written communication and interpersonal skills; and
  • Proficient in the use of an extensive range of office automation software.
