A: The decision notices to be followed are not confined to the November 2010 decision but unless superseded include those explicitly listed (including hyperlinks) in the Invitation to Tender in question referred to both in its body and footnotes.

Q: Would you please provide the web address for access to the Real Mail Study report as referred to in the above reference subject.
A: The real mail study was required in terms of Section 5.3 of the Standard EN 13850: 2002 +A1 - Postal services. Quality of service. Measurement of the transit time of end-to-end services for single piece priority mail and first class mail, which states amongst others, that ‘Real mail studies for domestic and cross-border mail measurement shall be implemented prior to the set up of the test mail measurement system in order to obtain the information needed for the sample design’. This study was audited by an independent auditor according to the requirement under section 5.3 of the Standard. The Standard also provides further guidance and information on real mail studies at Annex D.
Since the real mail study includes commercially sensitive information, it will be made available to the successful bidder.
