The Malta Communications Authority (hereinafter “MCA” or “Authority”) is seeking to lease or buy three [3] High Volume Black and White or Colour Network Photocopiers. The bidders are requested to read the tender document carefully and ensure compliance with all instructions herein. Non-compliance with instructions in this document may disqualify the bidders from the tender exercise.
Q1. Referring to 1.6 ( Page 5 ):- 30,000 copies and 1,000 copies. Are these minimum, maximum or average copies per month?
A1. As indicated in the tender document, the figures indicated are average copies per month.
Q2. Referring to 1.7 ( Page 5 ):- Can the 4 weeks be extended to 5 weeks or is this a strict period criteria?
A2. Vendors should clearly indicate the exact delivery lead time in the tender reply. Any specifications that are deviated from those requested in the tender document will be noted and taken into consideration during tender adjudication.
Q3. Referring to 1.8 ( Page 5 ):- Can we view the premises to check entrance, stairs, lift & door aperture dimensions, in order to ascertain safe transportation of equipment?
A3. Yes, you are requested to send an email to tenders@mca.org.mt to make an appointment to view the premises.
Q4. Referring to 3.1 & 3.2 (Page 7 and 9) Minimum Required Specifications. EMULATIONS: With reference to HP GL and HP GL2, these graphics language are normally applicable to plotters which have a much larger format or paper size. Are these requirements necessary or are they optional?
Q4. Vendors are requested to indicate the emulations that are supported by the machine. Any specifications that are deviated from those requested in the tender document will be noted and taken into consideration during tender adjudication.
Important Notification
Green Public Procurement (GPP) is a process whereby public authorities seek to procure goods, services and works with a reduced environmental impact throughout their life cycle when compared to goods, services and works with the same primary function that would otherwise be procured.
In this regard, all purchases including the procurement of IT equipment, amongst others, must be fully compliant with the GPP criteria;
Specification
Appliances [with a printing function] with a maximum operating speed of more than 45 sheets per minute for A4 size paper must be equipped with automatic double-sided copying (a duplex-unit). All other devices with a lower maximum operating speed must at least offer a manual option (copiers) or an extra software-based option (printers, multifunction devices) for double-sided printing on A4 size paper.
All products must meet the latest ENERGY STAR (available at www.eu-energystar.org) standards for energy performance.
Contract performance clause (Additional)
The bidder must guarantee the availability of spare parts for at least 3 years from the time that production ceases. Products carrying any type I Ecolabel fulfilling this criterion will be deemed to comply. Alternatively the bidder must provide a written guarantee that this criterion will be met.
The evaluation of the offers received should remain in accordance with the published tender conditions. The principles of public procurement should continue to apply. Evaluation Committees should ensure that the award of tenders should be based on fairness, transparency and non-discrimination. However, every bidder will have to compete on the basis of the adopted green technical specifications.
